AFTERNOON...



* WHAT...West winds 25 to 35 mph with gusts up to 60 mph expected. 

  Wind chills as low as 10 to 20 below zero early Tuesday morning.



* WHERE...Northwest Pocahontas and Southeast Randolph Counties.



* WHEN...Until 1 PM EST this afternoon.



* IMPACTS...Damaging winds will blow down trees and power lines. 

  Widespread power outages are expected. Travel will be difficult, 

  especially for high profile vehicles.



* ADDITIONAL DETAILS...Blowing snow could abruptly reduce visibility 

  at times today.
