The gusty offshore winds have peaked and will continue to decrease, but will remain gusty through Wednesday. Moderate to locally heavy rain will develop Wednesday through Thursday, then again Friday into Saturday. Rainfall totals of 1 to 3 inches will be common, with 3 to 6 inches in the favored mountains. Due to near saturated soils from last weeks rain, there is an eelvated risk for flooding of roads, mudslides, rockslides, downed trees, and at least shallow debris flows.
